Strengthening Community Resilience and Rehabilitation through Social Work Practice in Disaster Management in India

Author : Dr. Gian Chand

Abstract :

This study on Strengthening Community Resilience and Rehabilitation through Social Work Practice in Disaster Management in India examines the growing importance of community-centered approaches in addressing increasing disaster risks in India. The background of the problem lies in the rising frequency and intensity of climate-induced and human-made disasters such as floods, cyclones, droughts and heatwaves, which are further intensified by climate change, environmental degradation, urbanization and socio-economic inequalities. These conditions disproportionately affect vulnerable populations, making community resilience a critical necessity for sustainable disaster management. The main objective of the study is to explore how social work practice strengthens community resilience and rehabilitation processes across disaster preparedness, response, recovery and rehabilitation phases. It also aims to analyze the role of social workers in promoting social cohesion, environmental sustainability, psychosocial support and policy advocacy within disaster management systems in India. The major findings indicate that community resilience is significantly enhanced through active participation, strong social networks and local leadership facilitated by social workers. Social workers play a main role in awareness generation, disaster preparedness training, emergency relief coordination, psychosocial counseling and long-term rehabilitation support. They act as a bridge between government institutions and communities, ensuring equitable access to resources and services, especially for marginalized groups. The study also finds that environmental sustainability practices such as afforestation, waste management and resource conservation contribute to long-term disaster risk reduction. However, the study identifies several challenges including limited resources, inadequate professional training, weak institutional coordination and psychological stress among social workers. Bureaucratic barriers and insufficient recognition of social work within disaster governance further restrict effective intervention. The study suggests strengthening capacity-building programs, improving interdisciplinary coordination and integrating social work more effectively into disaster management policies. It also recommends enhancing community-based disaster risk reduction programs and promoting environmental justice initiatives to ensure inclusive and sustainable development. It is concluded that emphasizes that disaster management is not only a technical process but also a deeply social one. Social workers play a vital role in building resilient, empowered and sustainable communities. Strengthening their involvement can significantly improve disaster preparedness, response, rehabilitation and long-term recovery outcomes in India.
